The health departments and bureaus of all provinces, autonomous regions and municipalities directly under the central government, the Health Bureau of Xinjiang production and Construction Corps, the China Center for Disease Control and prevention, the nuclear accident medical emergency center of the Ministry of health, and all departments and bureaus of the Ministry of health:
In order to adapt to the new situation of China's nuclear and radiation emergency work, further improve the health emergency system and mechanism of nuclear and radiation emergencies, strengthen the construction of health emergency capacity of nuclear and radiation emergencies, standardize and guide all localities and relevant units to do a good job in health emergency work of nuclear and radiation emergencies, the relevant work requirements are hereby notified as follows:
1、 Raise awareness and strengthen leadership
At present, China's nuclear power industry has entered a new period of rapid development. The construction of the nuclear fuel industry integrating military and civilian is also accelerating. Radiation technology is widely used in industrial and agricultural production, medical treatment, scientific research and other fields. At the same time, some countries around China are also strengthening the use and development of nuclear energy, and the threat of terrorism exists all over the world. Once a nuclear or radiation emergency occurs, if the health emergency response cannot be carried out in time and effectively, it will not only endanger the health and life safety of our people, but also affect China's economic development and social stability. Therefore, local health administrative departments at all levels should deeply understand the importance and urgency of doing a good job in the health emergency work of nuclear and radiation emergencies from the perspective of the overall situation and strategy, further enhance the sense of responsibility and mission, firmly establish the idea of constant preparedness, and earnestly strengthen the leadership of the health emergency work of nuclear and radiation emergencies. Each provincial health administrative department and the city (prefecture) and county (District) health administrative departments with nuclear power plants and nuclear facilities under their jurisdiction shall establish a health emergency leading group for nuclear and radiation accidents, with the leader in charge as the leader and the members composed of relevant departments (sections) and units; At the same time, a division (section) is designated as the office of the leading group to undertake the daily management of health emergency for nuclear and radiation emergencies. Other municipal (prefecture) and county (District) health administrative departments shall designate a division (section) to be responsible for the management of health emergency response to nuclear and radiation emergencies.
2、 Improve the mechanism and cooperate closely
Under the unified leadership of the people's government at the same level, local health administrative departments at all levels shall strengthen communication and coordination with nuclear emergency response agencies, constituent departments of nuclear emergency coordination organizations and public security, environmental protection and other departments related to radiation emergency, and establish and improve the information communication and work coordination mechanism for health emergency of nuclear and radiation emergencies. It is necessary to formulate a health emergency plan for nuclear and radiation emergencies, and organize and coordinate the preparation of emergency medical rescue for nuclear and radiation emergencies in its jurisdiction. We should strengthen contacts with relevant local industries, systems and the army, and effectively integrate and utilize resources for nuclear and radiation injury treatment and health emergency response. We should actively communicate and coordinate with the departments of finance, development and reform, industry and informatization, transportation and other departments, strive for the support of emergency funds, hardware construction, medical material reserve, communication and transportation, and effectively ensure the development of health emergency work. In case of nuclear and radiation emergencies, it is necessary to cooperate closely with relevant departments to effectively carry out health emergency disposal, organize emergency medical rescue, radiation monitoring of drinking water and food, and put forward measures and suggestions to protect public health according to the situation; Actively participate in nuclear accident investigation and health effect evaluation, and organize medical follow-up of personnel exposed to excessive radiation.
3、 Improve the network and clarify responsibilities
The medical emergency center for nuclear accidents of the Ministry of health shall coordinate its clinical department, monitoring and evaluation department and technical support department, clarify the responsibilities of each professional and technical department, strengthen the technical guidance and support for the health emergency preparedness and response of local health departments for nuclear and radiation emergencies, and effectively carry out the health emergency support and disposal of major level and above emergencies. All localities should rely on national and provincial nuclear and radiation injury treatment bases, general hospitals and specialized hospitals, first aid centers, radiation health institutions, colleges and universities, scientific research institutions, nuclear industry system, military medical and health institutions and scientific research forces to establish and improve the local health emergency network for nuclear and radiation emergencies. According to the responsibilities of the health department in the emergency work of nuclear and radiation emergencies, relevant medical and health institutions and units are designated to undertake the tasks of on-site emergency treatment and disposal, medical treatment and transfer of the wounded, radiation monitoring and protection, reserve and management of emergency medical materials and equipment, applied scientific research of health emergency, etc. It is necessary to clarify the operation and management mechanism of the health emergency network for nuclear and radiation emergencies in the region, strengthen network management and ensure effective operation.
4、 Effective preparation and scientific response
The nuclear accident medical emergency center of the Ministry of health shall strengthen the daily management of the national nuclear accident and radiation accident health emergency team, and do a good job in the maintenance, management and daily operation of the national nuclear accident and radiation accident health emergency standby command center and technical support system. Local health administrative departments at all levels shall conscientiously implement the health emergency plan for nuclear and radiation accidents of the Ministry of health, carefully analyze the health emergency situation of nuclear and radiation emergencies in combination with the actual situation of the region, constantly revise and improve the health emergency plan for nuclear and radiation emergencies of the region and the Department, and establish and improve the health emergency expert advisory group and health emergency team for nuclear and radiation emergencies, Formulate the working norms of expert consultation group and emergency response team, strengthen applied scientific research and technical reserve, do a good job in emergency medical material reserve and transportation and communication guarantee, earnestly strengthen the training and drill of professionals and emergency response team, and constantly improve the ability of emergency response. In case of nuclear and radiation emergencies, professional forces shall be organized to carry out health emergency work such as casualty treatment, radiation monitoring and radiation protection in a scientific, standardized, orderly and effective manner in accordance with the provisions of relevant emergency plans and department responsibilities.
5、 Implement measures and strengthen supervision
In the health emergency work of nuclear and radiation emergencies, health administrative departments at all levels should adhere to the working principles of science according to law, combination of peace and emergency, coordination and cooperation and effective response, clarify work responsibilities, promote system improvement, strengthen capacity-building, improve work norms, strengthen work supervision and implement safeguard measures. According to relevant laws, regulations and normative documents, establish the work responsibility system and work assessment system for the health emergency of nuclear and radiation emergencies in the jurisdiction, regularly carry out supervision and inspection, timely find out the existing problems and difficulties, solve them in time, and ensure the implementation of various measures.
